Executive Summary

This research was purposed as a framework for the management and operation of
the Land Development Department (“LDD”). Also it was to resolve the issues and develop
the Southern Border Provinces of Thailand, to perform as an instrument for operation
monitoring according to the defined strategies, and to estabilsh the understanding of

problem solving of Thailand Southern Border Provinces. LDD’ officers could then effectively
achieve their operations as its policy. Moreover, this study was actually to explore the
guidelines for applying the strategic plan into the practice. The participatory action research

(PAR) was thus used.
Target group were intentionally selected, comprising of 3 groups i.e. (i) 49 persons
from the working group’s strategic plan officers at all related levels in LDD and from other
governmental agencies and private organization networks, (ii) a group of 5 persons of

qualified professionals from government agencies, and (iii) a group of 135 stakehoders
attending a specific meeting to initially review the draft strategic plan. The research
instruments and methodology included: Literature Review, Content Analysis, SWOT Analysis,
IFE & EFE Matrix, TOW Matrix, Quantitative Strategic Planning Matrix, Content Validity Index

(CVI), Strategic Map, Brain Storming, Depth Interview, Data Analyiss via descriptive statistics
(X and S.D.), and Data Survey.
The findings presented that the SWOT Analysis and IFE &EFE Weight method,

providing the selective factors of 4 strengths, 4 weaknesses, 3 opportunities, and 4 threats.
Total weight score in IE Matrix (3.55, 3.19) was in high level. Such a result, the researcher was
able to determine a framework of strategic development plan by applying a Growth and
Build Strategy. In the same time, plan would emphasize to solve the weakness and to avoid

the threats. Six componets of strategic plan were given the average opinions score in high
levels ranging of 3.4 - 4.0 and also CVI were 1. This was indicated that the accuracy of
strategic plan contents were in a high level. The results of strategic plan mapping contained
1 Vision, 4 Missions, 4 Strategic Issues, 7 Strategic Goals, 10 Key Performance Indicators, 5

Strategies, and 14 Initiative Projects.
